Divine Decisions are a mechanic that were introduced in Season 3 of URealms Live. The Old Gods are given a choice with two options. Old Gods submit "tickets" for the option they prefer, the number of which is equal to their forum level. One "ticket" is chosen and depending on which option this "ticket" is from is which option is chosen; the decision is a raffle, not a majority vote.
